As you said, China seeks to impose its own laws—made in Beijing—on the civilian maritime populations of its neighbors. They seek to do this, again, not by going to war, but by going out and imposing their laws and forcing these fishermen and oil and gas merchants to submit to Chinese dictates or face some pretty horrible consequences.
