The U.S. Navy’s venerable Oliver Hazard Perry-class frigate made a splash at the U.S. Naval War College’s Current Strategy Forum last week when Chief of Naval Operations John Richardson publicly acknowledged that his service is taking “a hard look” at options to rehabilitate, modernize and recommission seven or eight of its inventory of the now-retired ships.
